Under general direction, the Instructional Designer I role is responsible for the design, development, maintenance and evaluation of instructional programs for NASCO's Human Performance Services (HPS).  The Instructional Designer I is accountable for evaluation of learning needs, managing instructional design projects and coordinating with subject matter experts.  Applies standards to all educational courseware and conducts quality assurance reviews of learning solutions to validate instructional efficacy.  Communicates with Manager, Performance Development and Learning Solutions regarding status of assigned projects.


  • Performs and documents training needs analyses in order to define instructional objectives 
  • Recommends training solutions, using various delivery formats (classroom, Webinar, technology-based training, blended learning curricula) in support of defined instructional objectives
  • Gathers and analyzes current performance data for baseline comparison
  • Conducts learner analyses relative to performance data and instructional objectives
  • Analyzes target audiences to recommend appropriate learning solutions
  • Develops instructional strategies, including the selection of delivery media
  • Designs learning solutions including instructional and skill transfer strategies
  • Designs evaluation mechanisms to determine performance impact of learning solutions
  • Determines reliability and validity of evaluation instruments
  • Selects or develops instructional materials including lessons plans, guides, and handouts
  • Develops storyboards for technology-based learning solutions
  • Develops formative evaluations including pilots, small group evaluations and one-on-one trials
  • Conducts testing to assure the quality of the content and functionality of technology-based learning solutions
  • Analyzes evaluation results by objective in order to revise instruction and materials
  • Monitors instructional developer compliance to standards by editing course designs and materials
  • Consults with NASCO associates outside fo HPS to offer instructional design support for user-created content
  • Maintains learning assets to be compliant with standards and assures that they are current and relevant
  • Designs and implements evaluation mechanisms for learning solutions
  • Works with subject matter experts, project managers, etc. to gather, analyze, and organize content that will be designed and developed into learning content tailored to target audience.
  • Participates in the continual evolution of instructional elements to increase learner engagement and interactivity



Required Knowledge, Skills, Abilities and Experience:

  • Knowledge of the NASCO Processing System (NPS) or equivalent healthcare processing systems
  • Experience working with the Blue Cross plans
  • Must have experience using Lectora Inspire v.16 or higher and Camtasia
  • 2 or more years experience working on instructional design projects
  • 3 or more years experience developing learning solutions in various formats – classroom, virtual classroom, Web-based training, blended solutions
  • Knowledge of adult learning principles
  • Knowledge of instructional design methodologies utilizing varied media (instructor-led classroom, synchronous Web learning, elearning, blended learning programs)
  • Knowledge of informal learning methodologies
  • Project management
  • Experience with other authoring tools for learning solution development
  • Analytical skills in a problem-solving environment
  • Superior organization skills
  • Very strong written communication skills
  • Self-directed to meet deadlines
  • Ability to multi-task
  • Proven effectiveness in collaborating, negotiating, and interviewing customers to solicit required learning content.
  • Ability to drive and facilitate conversations to achieve results
  • Practical experience applying instructional design and curriculum development methodologies, and learning strategies in corporate learning programs.

Role/Department Specific Details

This role will be assigned full-time to the Horizon Instructional Design Engagement. This position will have to learn not only NASCO products, but customer curricula and systems. Over time this role wll be expected to master assigned curricula and drive service agent performance improvement via the curricula.
