Overview

Under general direction, The Government Program Leader will lead and support NASCO’s direction for our government programs. Today, this is focused on Medicare Advantage and may expand to other government programs as necessary. Responsible for driving NASCO’s Medicare Advantage strategy and ensuring alignment to NASCO’s corporate, product and IT strategy, our Plan’s strategy and the government and industry market dynamics. This position will be accountable for understanding and evaluating our customer’s strategy and translating it into business needs for NASCO’s Product strategy as well as ensuring NASCO delivers a compliant Medicare Advantage solution to our Plans. This position will have executive relationship responsibility with our Medicare Advantage Plan executives as well as our Medicare Advantage vendors. Specifically, this role will have oversight responsibility for the strategy and operations delivery of vendor services to our Medicare Advantage Plans. Works closely with the Privacy and Government Compliance Manager to address and solve government changes to the Medicare program. Communicates with manager on status of projects and initiatives.

Responsibilities

  • Reviews and evaluates government market dynamics for impact to the NASCO Medicare Advantage strategy/themes/roadmap for communication to appropriate NASCO organizations
  • Reviews and evaluates government mandates, regulatory and industry trends, BCBSA mandates to assess impact to NASCO products/strategy/themes/roadmap and communicate to appropriate NASCO organization
  • Manages vendor delivery to our Medicare Advantage customers. This includes contract management, strategy development, operational delivery and invoicing. 
  • Engages the consultant community and evaluates the current and emerging market for Medicare Advantage
  • Works with the Product owners to develop a product direction and strategy.
  • Leads Medicare Advantage committees, workgroups and councils in which our customers participate and provide their Plan strategies and operational direction. 
  • Collaborates with Product owners to identify value opportunity for our customers as well as establish project timelines, particularly for highly visible and sensitive projects
  • Identifies and tracks metrics associating the value of a product enhancement to our customer’s business
  • Collaborates with NASCO Senior leadership team to identify, develop and pursue new growth opportunities.
  • Establishes and maintains strategic relationships with client, industry, peers, consultants, and government governance organizations guiding and regulating NASCO products.
  • Partners with Product owners on any product strategic activities (i.e. roadmaps, heat maps, product positioning, product concepts, product key messages, and product presentations).
  • Other duties as assigned by manager

Qualifications

Required Knowledge, Skills, Abilities and Experience:

 

  • 10+ years healthcare experience, 5+ years of Medicare Advantage experience
  • Strong analytical skills in the use of industry and government publications (OPM, Federal Register, CMS Bulletins, Blue Web Legislative report etc)
  • Proficient in Excel, Word, Outlook, Powerpoint software tools
  • Excellent written and oral communication skills
  • Ability to develop good, effective working relationships with customers through minimal contact
  • Ability to be a self starter
  • Ability to gather knowledge and information through business channels
  • Exceptional attention to detail
  • Strong sense of urgency
  • Ability to negotiate and build consensus at leadership direction
  • Ability to see big picture and assist others in understanding how that big picture relates to NASCO products and services in support of our customers

 

Required Training and Education:

  • Bachelor's degree and government healthcare experience required; technology and IT program management experience preferred
