  • Overview

    Under general supervision, The System Engineer II is responsible for the analysis, construction, testing and implementation of changing business needs (requirements) and assisting with the resolution of business problems. Accountable for delivery of moderate to complex technical solutions in support of NASCO wide (or Plan Enterprise) implementation of product capabilities related to data management and or claim processing subsystems.  This role aids Plan analytical staff in research, development of business requirements and test plans, system documentation, and implementation of system enhancements and fixes in the delivery of practical systems solutions.  The Systems Engineer II provides support for the NPS system and assists in defining the development standards, programming, troubleshooting and management of problems affecting IT software to help sustain the highest system reliability, maintainability, and performance possible.  Communicates with Manager, and Customer regarding status of assigned projects and customer requests, and may also assume a technical leadership role for selected projects.

    Responsibilities

    Essential Roles and Responsibilities:

    • Performs On-call duties for 1st , 2nd and 3rd shifts
    • Accurately maintains Daily Operational Excellence Shift Report workbook  (Mainframe Technical Morning Checkout and 7X24 Cycle Monitoring report tabs)
    • Monitors CICS regions to ensure system availability and customer response times
    • Monitors Production, PSTG, M/O INT1 and Unit cycles; researches, restarts and documents amended jobs
    • Documents all Alogs / ISM incidents and cycle fix solutions accurately and thoroughly
    • Help Application Programmers with problems they encounter performing day to day duties; this includes supporting the tools and systems they use
    • Production Support Help Desk SME for customer, third party vendors, IBM operations group and NASCO staff for questions, special requests and problem reporting. Engage the NASCO Duty Manager when appropriate
    • Monitors the ISM problem reporting system to ensure any level 1 or level 2 tickets are assigned and the status is communicated appropriately
    • Monitor overall system performance to ensure system does not become stressed impacting system availability and expected performance levels
    • Provides support for weekend migrations
    • Works closely with IBM operations group to identify system issues
    • Escalates issues as appropriate to the NASCO Tech Ops Duty Manager; Mainframe, Mid-Range and MembersEdge Senior Technical Managers; and IBM On-call SDMs
    • Supports IBM Operations, MVS, Tape, DASD, CICS, DB2, ACF2, network support
    • Documents information for NASCO Tech Ops and NCSC Duty Managers for DSSR and Plan Impact Notification items 

    Qualifications

    Required Knowledge, Skills, Abilities and Experience:

    • Proven experience displaying knowledge and capabilities in use of mainframe applications programming and file utilities
    • Demonstrates understanding in multiple functional areas, and the information technology associated with those areas
    • Knowledge of NASCO software development standards, coding standards and best practices or similar knowledge of other similar standards and practices
    • Working knowledge of business software applications (Word, Excel, PowerPoint)
    • Very strong conceptual, analytical, and problem solving skills
    • Proficient in all phases of system development life cycles and knowledgeable of disciplined project management methodologies
    • Very good interpersonal skills, including teamwork, facilitation, negotiation and leadership skills
    • Ability to communicate effectively with internal / external customers and suppliers regarding various issues
    • Ability to maintain awareness of state-of-the-art development tools, programming techniques, problem solving techniques, and computing equipment
    • Ability to assess and determine impacts of changes to the system
    • Minimum of 4 years analyzing requirements and coding computer applications (preferably healthcare)
    • Minimum of 4 years of programming experience in either mainframe or mid-tier applications (preferably in TPS/NPS)
    •  Minimum of 4 years of proven experience in developing and implementing software testing strategies
    • Proven experience serving as a Technical Leader and leading, supervising, mentoring System Engineers

    Desired Knowledge, Skills, Abilities and Experience:

    • Working knowledge of claim or membership data and applications

     Required Training and Education:

     

    • Bachelor’s degree with a computer science, engineering, business or mechanical engineering major or related field or equivalent experience

     

    Desired Training and Education:

    •  Certification in a relevant software discipline
