  • Overview

    Under general direction, The Development DBA role provides leadership and support for Database instances that are in Development and production environments. The primary function of this role is to partake in the development of the application from the database perspective, which is inclusive of writing stored procedures, triggers, functions as well as improvising design for performance and effectiveness. Though this role is primarily focused on development, there is accountability for data management and storage in the development environments.

    The incumbent is recognized as the technical expert in matters pertaining to database development and performance. This role must establish data standards associated with effective query writing, and propagate standardized design patterns across the data management practice.

    As part of the Enterprise Data Management Practice (EDMP), the Development DBA supports all areas of: data quality and standardization; data definition; data modeling; and metadata repository management functions.  


    Essential Roles and Responsibilities:

    • Designs and codes user defined functions and stored procedures
    • Creates and analyzes SQL statements and recommends optimal constructs and indexes
    • Updates data needed for testing user-defined functions and stored procedures
    • Provides design assistance with emphasis on application and database performance monitoring and tuning, problem identification and resolution
    • Sets and monitors database standards
    • Monitors the overall availability of data in the Development Environment and other non SLA Environments for capacity planning purposes
    • Advises management on database concepts and functional capabilities.
    • Establishes and maintains data backup and recovery policies and procedures
    • Designs and implements databases; tunes and monitors performance as needed
    • Establishes and maintains documentation standards
    • Supports the Data Review Board (DRB)
    • Researches existing Data Domains in support of Program or Project needs
    • Documents, publishes and maintains Data Dictionaries
    • Contributes to Enterprise Metadata and Models
    • Performs other duties as assigned by manager

    Additional Roles and Responsibilities:

    • Designs database objects required to support the database development work
    • Monitors and evaluates operational performance and recommend improvements/modifications to buffer pools, database manager and database configuration parameters
    • Contributes to team cross training by sharing lessons learned
    • Reviews data changes with data modeler to ensure data models are kept current
    • Evaluates and educates project resources on data models and diagrams
    • Assists Project Managers to define and document data management scope based on customer / business needs for assigned projects
    • Participates in Business and Technical Design Reviews


    Role/Department Specific Details:

    • Candidate will be required to perform support activities for MembersEdge software deployments, create/refresh MembersEdge environment databases from appropriate environment data, and utilize available tools such as Application Performance Analyzer (APA), and Omegamon, to research and address performance tuning opportunities.
    • Candidate will identify and resolve locking conflicts, latch contention, and rollback requirements for MembersEdge database instances. Candidate will also perform modifications, changes or other maintenance necessary to correct errors allowing the database to operate according to its applicable specifications, and any applicable service levels. Candidate will provide technical assistance and subject-matter expertise to applications developers and third-party vendor support as requested.

    • Candidate will research MembersEdge application performance issues, provide scheduling modifications to reduce cycle critical path, provide database index tuning to improve job performance and understand and use buffer pools settings where applicable. 

    Required Knowledge, Skills, Abilities and Experience: 

    • 7 or more years of Database Development experience, preferably within the Healthcare Domain
    • Deep database expertise in either DB2, Oracle or SQL-Server is required
    • Knowledgeable in physical database design and Data Modeling
    • Knowledgeable in Data Extraction, Transition, and Loading, Report Methods and Tools
    • Knowledge of the Data Lifecycle and how its role in the Software Development Lifecycle
    • Knowledge of database technology capabilities, and tools
    • Strong understanding of Data Dictionaries
    • Understanding of Conceptual, Logical and Physical Data Models
    • Excellent research and problem solving skills
    • Ability to code complex solutions through Stored Procedures, Cursors and other development constructs.
    • Ability to analyze and recommend indexes for optimal performance
    • Ability to troubleshoot code related problems
    • Ability to create Ad-hoc and system reports
    • Expert in coding with PL-SQL and ANSI SQL

    Required Training and Education: 

    • Bachelors degree in computer science or management information systems
