  • Overview

    The System Engineer IV is the top technical leader responsible for leading and facilitating the efforts associated with delivery of highly complex technical solutions in support of projects related to NASCO MembersEdge Product. The role requires exceptional knowledge of the MembersEdge product, health insurance, and coding languages applicable to NASCO.  The System Engineer IV is a distinguished system matter expert in multiple facets of and a prominent authority of the entire MembersEdge product. The System Engineer IV leads solutions for the full life cycle from concept to disposal, leads the strategic planning process, leads the integration and verification of the system elements, and leads the automation and improvement of existing systems, workflows, and control gates. Through technical management, reviewing system capabilities, coordination of multiple internal constituencies, identification and resolution of inter-system issues, conducting technical exchange meetings, conducting technical briefings, and mentoring other technical resources, the System Engineer IV assists in setting direction for the technical team.  The System Engineer IV communicates with Managers and Customers regarding status of assigned projects and customer requests.

    Responsibilities

    Essential Roles and Responsibilities:

    • Serves as a MembersEdge Technical Leader
    • Leads project technical efforts with customer and lesser skilled SEs to formulate, identify, analyze, and clarify user requirements
    • Translates user requirements into a lifecycle system operations concept, specifications and system level requirements that contain technical, schedule, cost constraint, hardware, and software specifications
    • Explores system capabilities to support specific business needs. Determines the economic and operational feasibility of using system solutions to satisfy information needs and presents proposals for system enhancements, improvement and/or replacement of existing systems
    • Leads, reviews, develops, maintains, and approves detailed technical deliverables for thoroughness and impacts to system, including performance and capacity
    • Communicates to and works with management on opportunities for improving NASCO and customer performance
    • Develops and leverages reusable solutions that reduce cycle times and speed to market.
    • Provides coaching and mentoring for less experienced System Engineers
    • Builds relationships with internal and external customers and peers
    • Acts as liaison with NASCO architects to identify and implement system and data standards and policies 
    • Acts as the primary expert technical thought leader for the delivery and maintenance of technical solutions 
    • Performs strategic system planning to provide the necessary leadership for the development of an enterprise wide technical architecture
    • Leads and facilitates efforts applying sound judgment, discretion and analysis in coordinating, developing and designing computerized information systems solutions for business problems to meet expanding or changing business requirements
    • Develops, promulgates, and maintains application policies and procedures to provide satisfactory control and quality assurance throughout all phases of projects and department activities 
    • Reviews products, applications, documents and systems to ensure they are in compliance with established quality standards and meet requirements
    • Validates the quality of deliverables produced by members in the team
    • Verifies application code as defined by high-level requirements and coding standards by utilizing development techniques  
    • Leads program validation process (e.g. ensure the development of products that meet customer. requirements; assess customer satisfaction with deliverables)  through facilitating peer reviews and walkthroughs
    • Develops, reviews, and approves promotion implementation plans ensuring the plan is enacted and documented.  Assists Project Manager in planning and developing all documents necessary for the implementation 
    • Identifies and recommends scope and direction changes due to multiple reasons such as errors, solution improvement, etc to better meet customer needs
    • Leads technical support of Integration, Model Office, Production Staging, and Production environments, including monitoring / balancing of inventory and system issues, plus research and resolution of issues so claims can be paid accurately and timely
    • Manages CSR workload by reviewing assigned CSRs to improve timely delivery and to, prevent aging
    • Assists Managers, Project Managers, and Schedulers to with assigning the estimate, design, and construction work
    • Attends applicable conferences (both site and teleconferences) to enhance NASCO’s knowledge and to represent NASCO from a delivery viewpoint to assist in promoting beneficial aspects for NASCO.
    • Sponsors technical exchange meetings and conducts technical and project management briefings 
    • Performs other duties as assigned by manager or team lead

    Qualifications

    Required Knowledge, Skills, Abilities and Experience:

     

    • Proven comprehensive working knowledge of the Health Care industry
    • Proven comprehensive working knowledge of capabilities and use of mainframe applications programming and file utilities
    • Proven comprehensive understanding in multiple functional areas, and the information technology associated with those areas
    • Proven comprehensive working knowledge of NASCO software development standards, coding standards and best practices
    • Recognized as the foremost System Matter Expert (SME) is one or more NASCO system areas.  A SME in more than one NASCO system area.  A strong knowledge of the complete MemebersEdge product.
    • Proven comprehensive working knowledge of business software applications (Word, Excel, PowerPoint)
    • Proven comprehensive knowledge in designing and developing software within the framework of Software Development Life Cycle
    • Proven comprehensive working knowledge of the MembersEdge product
    • Proven comprehensive working knowledge of claim or membership data and applications
    • Proven comprehensive knowledge and extensive experience in application design in a high-volume, high-availability environment
    • Proven comprehensive knowledge of and experience in all phases of system development life cycles
    • Proven comprehensive knowledge of implementation on a multi-platform architecture
    • Proven aptitude to communicate effectively when dealing with internal and external customers and suppliers both in writing and verbally
    • Proven exceptional conceptual, analytical, and problem solving skills
    • Proven exceptional time management skills in supporting a variety of projects in addition to an understanding of the ways in which information technology can be applied within the enterprise

    • Proven expert ability to provide sound and financially responsible estimates and designs for system enhancements.  This includes A&D Design, Feasibility, Construction, Ballpark, ROM, and Scope Change estimates.
    • Proven expert ability to maintain awareness of and promote state-of-the-art development tools, programming techniques, problem solving techniques and computing equipment
    • Proven expert ability to assess, determine, and negate impacts of changes to the system
    • Proven expert ability to prioritize and manage work across multiple projects at the same time.
    • Proven expert ability to be the technical leader and role model for the technical team
    • Proven expert ability to manage/lead a large matrix technical team to coordinate tasks, keep them focused, address any concerns and ensure that the project is successful
    • Proven expert ability to quickly comprehend and promote the functions and capabilities of new technologies
    • Minimum of 15 years analyzing requirements and coding computer applications
    • Minimum of 15 years analyzing and coding healthcare insurance computer applications.  NASCO experience is highly preferred
    • Minimum of 15 years of programming experience in either mainframe or mid-tier applications.  NASCO experience is highly preferred
    • Minimum 15 years of customer facing experience
    • Minimum15 years of experience working independently and remotely with the majority of interaction with others being over the phone. (required if person is remote)
    • Minimum 15 years of proven experience in developing and implementing software testing strategies
    • Minimum 15 years of proven experience working with customers and end users
    • Minimum  10 years of proven experience leading, supervising, and mentoring System Engineers. 
    • Minimum  12 years of proven experience leading, supervising, and mentoring System Engineers.
    • Minimum  12 years of proven experience serving as a Technical Leader on Large size Projects (5000+ hours)
    • Minimum 14 years of proven experience serving as a Technical Leader on Small to Medium size Projects (500 to 5000 hours)

     

    Required Training and Education:

    Bachelor’s Degree or Equivalent

    Master’s Degree or Equivalent

    Desired Training and Education:

    Certification in a relevant software discipline

    Role/Department Specific Details

    Candidate will assist in setting direction for the MembersEdge cycle support team through technical management, reviewing system capabilities, identification and resolution of inter-system issues, conducting technical exchange meetings, conducting technical briefings, and mentoring other technical resources.

    Candidate will be required to provide on call Level 3, Level 4 support when application code review is not required. Candidate will review and update processes and procedures, provide forecasting and adjusting of cycle times, check file volumes and advise on system capacity, provide support into overall cycle improvement/stability and provide cycle RTI ideas.

    Candidate will perform strategic system planning to allow for future system growth and explore system capabilities to support specific business needs. Candidate will determine the economic and operational feasibility of using system solutions to satisfy information needs and presents proposals for system enhancements, improvement and/or replacement of existing systems.

    Candidate will review products, applications, documents and systems to ensure they comply with established quality standards and validate the quality of deliverables produced by members in the team.

    Candidate will lead technical support of application environments, including monitoring / balancing of volume and system issues, plus research and resolution of issues so claims can be paid accurately and timely.

    Candidate will act as liaison with other architects to identify and implement system and data standards and policies
