    Under general direction, the DevOps Senior Technical Manager, is primarily responsible for directing the adoption and implementation of DevOps software engineering practices, the overall operations and administration of application development, technical delivery and operations for the assigned systems areas of the NASCO Processing System (NPS).

    This role will deliver highly complex technical solutions to create and enhance NASCO’s products and capabilities and manage across multiple Responsibility Centers (RCs) in order to stay within financial forecasts and adhere to SLA metrics.  Responsible for managing a team of technical resources, including management of other line Managers and/or team leader roles, both of which could be non-NASCO team & vendors.  Oversees the defining, analyzing, designing, developing, testing, and implementing of applications and computer solutions that meet NASCO and Plan business needs. Will also be responsible for operational performance reporting, change management, capacity and utilization management, risk management, and system area operations monitoring and reporting.  This position executes on-going vendor strategies and builds relationships. This Senior Technical Manager, communicates with Directors and VP level resources regarding status of assigned projects, work activities, and overall system performance.

    Responsibilities

    Essential Roles and Responsibilities:

    • Spearheads the adoption of DevOps software engineering practices including but not limited to – Test Driven Development, Peer Reviews, Continuous Integration and Continuous Deployment practices, unit and regression test automation, etc.
    • Manages a team of resources, including Managers, Team Leaders, Tech Leads, SME/SAO’s.
    • Performs oversight for technical deliverables produced by team members, to be in compliance with established quality standards and meet audit requirements.
    • Creates, with guidance, and oversees the annual department financial forecasts, including billable hours, percentage targets, and overall contribution to the NDT bottom line.
    • Forecasts annual product and/or service enhancement initiatives in order to maintain the appropriate headcount of contractors and associates to support system development work.
    • Monitors, manages to, and verifies Service Level Agreement (SLA) and Key Performance Indicator (KPI) compliance for CSRs, projects, and initiatives in order to meet contractual agreements.
    • Manages assigned NASCO Products and/or Applications from a technical perspective and interacts with NASCO Product teams and owners on ongoing and maintenance activities.
    • Manages the resource demand and supply aspects of their NASCO Products with the NASCO Product teams and owners, as well as their system area or application teams.
    • Oversees the comprehensive delivery of Product solutions by application development personnel so that all code is executed within standards, per delivery guidelines and without defects when deployed to production.
    • Supports teams assigned operational key initiatives to include: Oncall Monitoring 7x24 to include dedicated application paths; Severity Sev1/Sev2 HelpDesk ticket triage; daily application checkout for morning operational readiness, along with 7x24 continued availability monitoring.
    • Supports NASCO’s IT Strategy roadmap relative to areas of accountability.
    • Approves the final technical solutions, direction, approaches and designs for areas of accountability.
    • Approves project-specific implementation and development strategies, including schedules and scope changes.
    • Manages day-to-day vendor relationships according to contractual agreements and in alignment with NDT standards and processes ensuring compliance with all vendor contractual obligations.
    • Aligns and reconciles IT direction and technologies to NASCO’s business direction and ensures resources are skilled in key technologies to drive business strategy.
    • Supports HR processes including merit consideration, recruiting, selection activities, talent management, associate development plans, annual reviews, coaching associates, training compliance, disciplinary actions, and promotion considerations.

    Qualifications

    Required Knowledge, Skills, Abilities and Experience:

    • Minimum of ten years of Systems Development experience in roles such as system engineer, system programmer, project manager, or other related hands-on systems development roles, specifically focused on complex IT engagements and cross-functional programs.
    • Solid understanding of DevOps and Engineering Excellence practices and tools (including Continuous Inspection, Deployment, and Test Automation)
    • Minimum of five years of DevOps Management experience.
    • Strong knowledge of industry and best practices related to application development management, portfolio management, project development methodologies, corporate planning and execution
    • Excellent communications skills, both verbal and written, with the ability to communicate across all levels of the organization.
    • Strong sense of urgency, initiative, and drive
    • High attention to detail with a quality-focus orientation
    • Ability to motivate, coach, and train staff with or without direct management accountability
    • Ability to set and manage customer expectations
    • Knowledge of accounting and basic financial skills
    • Ability to shift priorities while maintaining focus and effectiveness

    Desired Knowledge, Skills, Abilities and Experience: 

    • Previous Project Management background/experience
    • Ability to balance between technical principals and creative development practices to best provide pragmatic solutions.

    Required Training and Education:

    • Bachelor's Degree in Computer Science, Business Information Management, Mathematics, Business Administration, Information Systems, Computer Programming, or related subject area or equivalent work experience.

    Desired Training and Education:

    • Master’s degree in Business or Computer Science
    • Certified project management professional (PMP)

     

     Working Conditions:

    • Well-lighted, heated and/or air conditioned indoor office setting with adequate ventilation
    • Must be able to sit and use equipment at workstation for up to 8 hours daily
    • Ability to travel overnight between 20% to 30% on an annual basis.
