    Under direction the Technical Manager I is primarily responsible for ensuring the technical team adheres to and follows the CSR (Change System Request) process to deliver CSRs on time, within scope, and within budget. The Technical Manager I is responsible for driving the CSR process through analysis and design, construction, testing, model office, production, and post-production phases. The Technical Manager I is also responsible for mitigating any risk associated with the assigned CSRs. The Technical Manager I manages CSRs that are simple to moderately complex in nature. Communicates primarily with Technical Manager Lead regarding assigned CSRs and with CSR Owners regarding the status of CSRs.


    • Creates, maintains, updates, and populates CSR documentation and artifacts throughout the lifecycle of the CSR (CSR directories, CSR checklists, design or construction estimates, TDR,Tech Ops Turnover, etc.) and validates that it is complete, accurate, and delivered on time
    • Conducts the internal technical team review of the HLR’s to ensure clarity and understanding of the requirements as well as to ensure accuracy of mapping resources from the appropriate system areas to the requirements and requests additional information from the CSR Owner, if required
    • Follows standard scheduling operating procedures to ensure the necessary and appropriate technical resources are allocated to work the CSR
    • Collaborates with CSR Owner to set and establish the key milestones for the CSR such as test plan/test data receipt date, TDR review date, UTR review date, and production LOAD date
    • Manages delivery of established milestones for the software development phase and communicating deadlines and expectations to the Technical Delivery Team
    • Monitors, tracks, and escalates any issues and concerns to the Technical Manager Lead and NDT Program Manager as appropriate
    • Acts as the liaison between the CSR Owner and Technical Delivery Team in order to ensure correct processes and procedures are followed for the execution and delivery of the CSR, such as Just In Time and/or Quick Start
    • Manages and is responsible for the testing cycle for the CSR including receipt of test cases/test data, unit testing, and unit test results (UTR) review before promotion into Model Office.
    • Manages and tracks the defect triage process
    • Coordinates model office (MO) and production implementation walkthroughs activities for production LOAD, and post-production support based on targeted production LOAD date
    • Participates in CSR close out including lessons learned
    • Escalates issues throughout the CSR process to the CSR Owner when required during the CSR lifecycle
    • Monitors the CSR Estimate to Actual report to ensure the CSR is within estimated hours and takes appropriate action to mitigate overage risk
    • Utilizes various daily reports to track delivery and progress in meeting all SLA’s (STE, STM, Estimating Accuracy, STT)
      Adheres to the Technical Manager Checklist
    • Other duties as assigned by manager
    • Contributes to improving NASCO processes, procedures and standards


    Required Knowledge, Skills, Abilities, Certification, Education and Experience:

    • Knowledge of the software development lifecycle using waterfall methodology
    • Knowledge of health care insurance industry particularly claims processing
    • Excellent communication skills, both written and verbal
    • Strong facilitation skills and ability to run and participate in meetings with numerous resources
    • Strong skills of follow-up and follow-through
    • Ability to interface with off-shore and on-shore resources
    • Strong team player with the ability to lead, mediate and resolve issues
    • Ability to shift priorities quickly while maintaining focus and effectiveness
    • Ability to mitigate risks or roadblocks to successful completion of CSRs
    • Very strong skills in planning and organizing work including time management of self and others
    • Strong sense of urgency and initiative to drive processes and procedures in accordance to aggressive development and production schedules
    • At least 5 years of experience managing the milestones and deliverables related to the software development lifecycle
    • At least 5 years of experience influencing and interfacing with multiple resources to accomplish work deliverables
    • Bachelor’s degree in a technical or management discipline or the equivalent work experience

    Desired Knowledge, Skills, Abilities, Certification, Education and Experience:

    • Knowledge of NPS and other component NASCO systems and product offerings
    • Solid Knowledge and understanding of the dependencies and interrelationships between NASCO departments and teams
    • Solid knowledge of NASCO CSR processes and procedures
    • Knowledge of Project Management Methodology
    • Ability to mentor other team members as needed
    • PMP certification
