  • Overview

    Under general direction, the Senior Manager, NDT is primarily responsible for providing oversight, support, and leadership to a team of resources responsible for efforts to define, analyze, design, develop, test, and implement technical solutions for NASCO and the Plan business needs. Additionally this role is responsible for overseeing financial management and reporting for the specific systems areas assigned and ensuring overall compliance and adherence to departmental processes, procedures, and guidelines. This role ensures all NASCO Development Team technical processes and procedures are followed in accordance to Service Level Agreements (SLA) and Key Performance Indicators (KPI). This position collaborates with vendor partners in order to assure adherence to contractual agreements. Senior Manager, NDT is usually responsible for between 1 to 4 key systems areas or products.  This position communicates with resources within the NASCO Development Team, other internal teams such as Product, Production Support, Architecture, NSST, and Client Delivery, as well as external teams such as Vendor Partners and Plans.


    Essential Roles and Responsibilities:

    • Manages a team of resources and supports HR processes including merit consideration, recruiting, selection activities, talent management, associate development plans, coaching associates, training compliance, disciplinary actions, and promotion considerations.
    • Provides recommendations and input to the Scheduling team for work assignments in order to balance workload across resources.
    • Performs oversight for technical deliverables produced by team members to be in compliance with established quality standards and meet audit requirements.
    • Creates and oversees the annual department financial forecast including billable hours, percentage targets, and overall contribution to the NDT bottom line.
    • Forecasts annual product and/or service enhancement initiatives in order to maintain the appropriate headcount of contractors and associates to support system development work.
    • Monitors, manages to, and verifies Service Level Agreement (SLA) and Key Performance Indicator (KPI) compliance for CSRs, projects, and initiatives in order to meet contractual agreements.
    • Provides monthly reporting to senior leadership on overall delivery metrics related to utilization and financial targets, and puts action plans in place to close any shortfalls or gaps.
    • Manages escalations for development and delivery issues such as SLA misses.
    • Manages relationships with vendors for contract resource assignments and provides input into the annual vendor contract negotiations to ensure NASCO’s needs are met during contract renewals.
    • Approves and documents deviance from standard operating procedures including changes to CSR schedules or special request processes.
    • Contributes to defining, updating, and maintaining overall processes and procedures within system development and delivery to continually improve efficiencies and ensure continued compliance within team.
    • Performs other duties as assigned.

    Additional Roles and Responsibilities:

    • Participates in or leads SWAT conference calls with technical staff when delivery outages occur to communicate to users anticipated timeline for resolution and provides root cause analysis once restored.
    • Oversees root cause analysis (RCA) process to identify areas of improvement.
    • Acts as Program Manager for certain system areas when warranted.
    • Attend cross-functional meetings to align NDT practices with other departments.



    Role/Department Specific Details:

    • This manager oversees an integrated business and technical team to delivery InterPlan and BlueCard related change to the NASCO system.

    • Current knowledge of BlueCard Program policies is required.
      Direct development experience on the NPS is preferred.

    • This position interfaces directly with NASCO's Plan customers as well as BCBSA.

    Required Knowledge, Skills, Abilities and Experience:

    • Knowledge of accounting and basic financial management skills
    • Knowledge mainframe or mid-tier technologies depending on assigned systems areas.
    • Knowledge of systems development lifecycle and methodology
    • Knowledge of NASCO CSR and BRDM processes
    • Knowledge of healthcare insurance industry and claims processing lifecycle
    • Working knowledge of contractual language
    • Strong planning and organizing skills to manage workload for self and others
    • Strong problem solving skills
    • Excellent communications skills, both verbal and written, with the ability to communicate across all levels of the organization.
    • Strong sense of urgency, initiative, and drive
    • Microsoft Office knowledge, specifically Outlook
    • Ability to learn new systems quickly
    • Ability to set and manage customer expectations
    • Ability to be on-call and available when work requires
    • Ability to shift priorities while maintaining focus and effectiveness
    • Minimum of Eight years of Systems Development experience in roles such as system engineer, system programmer, project manager, or other related hands-on systems development roles.
    • Minimum of Five years experience managing a team of highly knowledgeable and technical resources, either as a manager or in a team lead role.
    • Experience with the NASCO Processing System (NPS) or similar health insurance system solutions
    • Experience managing multiple delivery partners/vendors
    • Previous experience coding and/or implementing major systems projects


    Desired Knowledge, Skills, Abilities and Experience:

    • Experience with tools and systems such as PDM, Planview, Adaptive Planning, and SharePoint.
    • Previous Project Management background/experience

    Required Training and Education:

    • Bachelor’s degree in Information Systems, Computer Programming, Computer Science, or related subject area and/or equivalent experience


    Desired Training and Education:

    • PMI Project Management Professional (PMP) Certification



    Working Conditions:

    • Well-lighted, heated and/or air conditioned indoor office setting with adequate ventilation
    • Must be able to sit and use equipment at workstation for up to 8 hours daily
    • Minimal overnight travel (not to exceed 10% in a year)
